Under the general direction of the Child & Youth Development Services Director, has primary oversight responsibilities to manage the overall operation of the In-Home/Family Transformation Service Programs. Supervises social workers, family service workers and youth counselors. Develops management goals and develops and ensures consistent implementation of program policies and procedures. Conducts ongoing re-evaluation and re-assessment of the program. Ensures compliance with county, state and federal guidelines, rules and standards.
Organizes and develops trainings and develops and supervises staff by interviewing, hiring and training staff and interns, establishing baseline formality with clients to facilitate daily communication and supervision of staff ensuring staff coverage and client scheduling, monitoring and evaluating staff performance, facilitating weekly staff meetings, planning and coordinating required staff development and training, and assigning and delegating responsibilities.
Develops and maintains productive, ongoing relationships with collaterals including parents, vendors, volunteers and community partners by case planning with referring workers, and collaborating on responsibilities and expectations.
Develops and oversees consistent implementation of program goals, policies, and procedures by assisting in developing the program budget, monitoring relevant laws, regulations, standards, policies and practices, coordinating program changes to ensure compliance in a timely manner, and meeting with quality assurance and technical assistance to maintain accreditation, including the Iowa Family Support Credential. Ensures that all program records, reports, forms, and documents are completed and maintained in an accurate manner.
Develops program by conducting ongoing evaluations and assessments, responding to identified needs through programming, policies and procedures, and establishing relevant goals, objectives and performance indicators.
Implements the Family Transformation Services Program or and participates in the Advisory Committee meetings on a quarterly schedule. Participates in community boards, councils, and advisory groups representing and promoting Child & Youth Development Services. Accepts fiscal responsibilities by assisting in the development of program budget and preparing payroll, and assures compliance with the distribution of Children’s Mental Health vouchers within budget guidelines.
Knows the County’s Customer-Centered Culture principles, the County’s Mission, Strategic Plan and Core Values and demonstrates them on a regular basis. Uses the LC3 principles to identify, develop and refine departmental products so they are aligned with the Linn County Strategic Plan and enhance customer satisfaction. Collaborates with customers to enhance customer satisfaction. Facilitates capturing the “Voice of the Customer” and uses it to measurably improve departmental performance. Empowers direct reports to close gaps between customer expectations and experience, wherever possible.
Performs other duties as assigned; regular work attendance is required.
Bachelor’s degree in social work or a related degree in human services required.
Two (2) years of experience in the delivery of protective services in the home and community setting required.
Additional relevant education or directly related experience may count towards minimum qualifications on a year for year basis at the discretion of the hiring manager.
Ability to read referrals, information, contacts with clients, reports, professional literature, regulations, administrative rules, etc.
Ability to compose letters, summaries, treatment plans, manuals, reports to referring workers and courts.
Ability to perform payroll, statistical reports, budget readouts, billing sheets and the interpretation of outcome data.
Work is governed by broad instructions, objectives and policies. Requires the exercise of considerable initiative and independent analytical and evaluative judgment.
Accountable to Director for program planning and expansion and day-to-day management. Accountable to Quality Assurance and Technical Assistance staff regarding Medicaid standards, guidelines and qualifications.
Frequent daily contact with co-workers, clients, employees, parents and other community professionals required to exchange information.
Ability to use computers and software (Microsoft Word, Excel, Outlook, County mainframe), e-mail, telephone and voicemail system, calculator, copy machine, fax machine, vehicles, Dictaphone, and beepers.
Reports to Child & Youth Development Services Director; supervises Social Workers, Family Service Workers, Youth Counselors, and Intake Technicians.
Must pass a County physical examination which includes a drug test after offer of employment.
Subject to credit and criminal history review.
Valid driver’s license required or must have the ability to obtain transportation to attend off-site meetings and trainings.
